The City Library has prepared a draft plan for a phased return to library service. Please note that at this time we do not have any set date for fully reopening. The City Library is following Utah State's official guidelines, "COVID-19 Transmission Index." The City Library's plan is in accordance with this staged approach. Here you will find what to expect during the different stages of COVID-19 restrictions, and the conditions the Library must meet in order to offer services.

Select A Stage for more information:

Library Priorities During All Stages
  • The Library will take into account all guidelines and orders established by local, state, and/or federal health departments and officials regarding social distancing, face coverings, maximum size of gatherings, and other safety considerations related to the COVID-19 crisis.
  • The Library is directly communicating with the Salt Lake City Government to receive specific local guidance regarding safety of staff and patrons.
  • The Library is providing appropriate PPE (Personal Protective Equipment) for all staff working at any library location.
  • The Library is providing custodial services to support a safe environment.
  • Programs and services are continually evaluated to best meet community needs.
Criteria for Library Closure
Scenario 1: High COVID Test Results

  • The Library will no longer offer in-person/Express Services if the state’s weekly rolling test positivity rate reaches 18% for a period of 7 continuous days. Holds To-Go and other curbside services will continue.
  • Additionally, the library will no longer offer in-person/Express Services if the one-week rolling average is above 140 cases in Salt Lake City.
Scenario 2: Elected Officials Recommend Closing

  • If the Governor, the state legislature, or the Mayor of either Salt Lake County or Salt Lake City recommends the closing of restaurants, bars, or other private businesses, the library will initiate closing Express Services and return to offering Services To-Go. The City Library will also consider closing if the Governor, the state legislature, or the Mayor of either Salt Lake County or Salt Lake City decides to close schools, parks, or other public spaces.
Scenario 3: Cases Within the Organization

  • If the Library finds evidence of community spread in any library building—either between two staff members or between a staff member and a patron—the library will close that building for 2 weeks.
